THE moratorium on fishing licenses has compelled hundreds of boats to return to their country of origin, even though they plied Indonesian waters under Indonesian flags. This clearly proves they only pretended to be Indonesian boats while depleting the seas of our fish resources. The foreign-owned boats, however had links to well-known local businesses. Tempo investigates the mysterious boat cartel, where Indonesian-flagged boats today are moored in Thailand, China, Vietnam, Taiwan and the Philippines.
