
Tangguh: Beyond Papua
THE proposal to build Tangguh’s liquifi ed natural gas Train 3 refi nery in West Papua has fi nally been approved by the government, although it was rejected by the now defunct BP Migas, the task force created to supervise upstream gas and oil operations. But the fi nancing of the Train 3 project is predicted to reduce state revenues by US$1.1 billion. Reportedly, the government approval came after intense lobbying, following President Susilo Bambang Yudhoyono’s state visit to the UK, where he was guest of Queen Elizabeth II. Who else played a role in facilitating the agreement which is expected to bring losses to Indonesia?
