Budget Buster Jakarta Governor Basuki Tjahaja Purnama exposed the dark practice of adding mysterious allocations in the 2015 Regional Budget. A number of senior offi cials of the City Council are suspected of being involved in what is feared as the ‘budget mafia’. They collude with Jakarta government bureaucrats to ensure funds are budgeted for fake programs. But the initiative of Governor Ahok—as he is better known—has triggered tension and hot dispute.
