THE 2009 General Elections will be more complicated compared to five years ago. The casting of votes and determining election winners according to the principle of most votes received are two important differences. There are also problems with election preparations: from jumbled voter rolls to delays in providing logistical support. It is possible that a large number of votes will be cast improperly, which may lead to disputes. But most worryingly the voting is not far away. If things are not put in order, election issues will become a time bomb.
